Contracts for services for up to $20,000 per year to New Hampshire individuals to investigate complaints related to special education services. Investigators will be expected to investigate alleged infringements of special education law. Required duties may include on-site investigation visits and issuing a written report with recommendations to the Commissioner.

Proposed Scope of Work:

  • Review of documents pertaining to a complaint.
  • Preparation as required such as organizing information, scheduling on-site visits/interviews with parents and school district.
  • Fact-finding and evidence gathering pertaining to complaint information and allegations.
  • Generate a written report that based on allegations including findings of fact and conclusions as they relate to the allegations in the complaint.

Number of Grants:

The Department expects to award contracts to two (2) individual contractor(s).

Estimated Size of Grant:

Unless there is a change in the plan requirements and/or Scope of Work, the cost for each individual contract shall not exceed the amount of $20,000 annually, or $40,000 total for the two-year contract period.

Term of Contract:

The Department expects to award two-year contracts, effective December 15, 2021 or upon Government & Council approval (whichever is later).

The New Hampshire State Department of Education, Governance Unit, is seeking proposals from individuals to serve as New Hampshire Special Education Complaint Investigators.

Proposals submitted in response to this RFP must be received by the State Department of Education no later than the time and date specified above.

All inquiries concerning this RFP, including but not limited to, requests for clarifications, questions, and any changes to the RFP, shall be submitted via email. Inquiries must be received by the Agency’s RFP Points of Contact no later than the conclusion of the Proposer Inquiry Period. Inquiries received later than the conclusion of the Proposer Inquiry Period shall not be considered properly submitted and may not be considered.
