Contract for services to a New Hampshire organization for activities to benefit women with drug addictions during pregnancy and after birth. The selected contractor will develop models for pilot programs intended for future implementation in which doulas and support workers will assist pregnant and postpartum women affected by perinatal substance use disorder.

On February 19, 2021, the Governor’s Commission on Alcohol and Other Drugs, through the recommendation of the Perinatal Substance Exposure Taskforce, approved funding to explore and implement a pilot program for doula and recovery supports for pregnant people affected by perinatal substance use.

This Request for Proposals (RFP) is published to solicit proposals for the provision of services to research and develop evidence-informed models for a future program of dual-certified doula and recovery support worker(s) (CRSW) to support pregnant and postpartum people (PPP) affected by perinatal substance use disorder (SUD). The Selected Vendor will recommend to the Department of Health and Human Services (Department) at least two (2) program models to implement, one of which the Department anticipates will be incorporated into a future solicitation. 

The selected Vendor will define the programmatic, business and technical requirements needed to develop a future procurement for the Department to solicit services for implementation of a certified doula/CRSW program for pregnant and post-partum people .

The Department anticipates awarding one (1) contract for the services in this RFP.

Term of Contract:

The Contract resulting from this RFP is anticipated to be effective January 1, 2022, or upon Governor and Executive Council approval, whichever is later through June 30, 2022.

The Department may extend contracted services for up to one (1) additional year, contingent upon satisfactory Contractor performance, continued funding, and Governor and Executive Council approval.

The Department must receive the Proposal by the time and date specified.

The Letter of Intent must be transmitted by email to the Contract Specialist. However, a Letter of Intent to submit a Proposal in response to this RFP is optional.

Please note: The Vendor selected to provide these services will not be permitted to submit a proposal for the resulting solicitation to implement the dual-certified doula and CRSW pilot program.
